At the first UME Forum Meeting the possibility of introducing a ring round system was discussed. The intention being that if the police became aware of intelligence or actual action to suggest that a Rave was being arranged for a specific location or area they would alert interested parties by telephone.
The infrastructure for such a system is now in place.
Norfolk already has a telephone alerting system supporting the Home-Watch ring round scheme supplying community intelligence and information throughout the county. An adaptation of this system will be utilised to cater for information updates regarding Raves/Unlicensed Musical events. This scheme we will call Rave Watch
Once registered with the system people will automatically be contacted by telephone with any relevant information.
The county will be divided into the seven call areas; these will be aligned with district council boundaries. By dividing the county into areas the information passed can be directed to the relevant people as opposed to a general county wide audience. The system will phone landline and mobile phones, leave a message if an answer facility is available or alternatively retry the number at a later time.
As you are aware there is a lot of misleading / out of date information that is circulated in relation to Raves be it by leaflet / internet / word of mouth / phone. In order that we do not unnecessarily cause concern, cause distraction from working normality or cause resources to be unnecessarily deployed we will only pass on information when we have meaningful intelligence re meeting points or event locations. Often the only advance information we have is that a Rave may take place in the Eastern Region or if more accurate Norfolk. This type of information will not be circulated. Alternatively if we receive intelligence to suggest for instance that a Rave will take place this weekend in the Horsey area this would be circulated. Also where a previously unknown event is discovered in progress this would be notified.
The introduction of such a notification system would be on an open ended trial basis to establish if it was felt a worthwhile practice, particularly by you. If worthwhile it could then if felt appropriate be opened to a wider audience thereby negating the need for you to pass on relevant information to your organisations members.
If you wish to participate in this trial and receive calls, which can be directed to a landline or mobile number, you must complete and return the attached Data Protection Form. Once completed this can either be sent by land mail to {NAME REMOVED} or faxed for his attention to {NUMBER REMOVED}.

The Ringmaster 2000 Information System installed at a Police Station in each of the District Council Areas is a vital point of contact between the Police and Watch Schemes. It automatically dials your telephone number, when you answer the telephone you must speak as it is sound operative.
To have full advantages of the messaging system it is necessary that your telephone is of the push button tone type, usually with the symbols * and # on and gives a bleep when a digit is pressed
If your telephone is not suitable, but is the plug in type and is rented from British Telecom they will swap it for a tone phone free of charge, some are dual and can be switched to either, otherwise messages can still be received but will be the same as the answering machine service and the message cannot be repeated.
In order to comply with The Data Protection Act and The Telecommunications Act, your permission is required to store your details on a computer and to send you automatically dialled messages; I have enclosed a form for that purpose Your details will not be added to the Ringmaster System until the form is returned duly signed.
The Ringmaster 2000 System uses a Personal Computer (PC) with a special voice cards, connected to the telephone. a database of message recipients is established. The database has easy selection facilities so that specific groupings can be quickly set up. At the time they agree to be placed on the database, the recipient defines the hours during which they are likely to be able to receive a call, (2 specific periods if necessary).
Primarily Ringmaster is used to broadcast information on crime committed, its intelligence and prevention and encourages an interactive liaison between public and police. Other messages may include missing persons, or information of general public interest
An appropriate message is recorded at the base station, the relevant group is selected and then the computer will automatically contact the intended recipients by telephone to deliver that message.

Non touch phone:- Message played once as with answer machine. (no menu)
Answer machine: The introduction is longer to allow the answering machine to play its message then Ringmaster delivers.
Should the recipient telephone not be answered or it is engaged Ringmaster will call back up to a further 3 occasions between 1 and 2 hour intervals.
The system is capable of delivering up to 440 telephone calls per hour
